Analysis: Israeli credibility on line over Iran nuclear challenge

JERUSALEM (Reuters) - Israel risks a loss of credibility over both its "red line" for Iran's nuclear program and its threat of military action, and its room for unilateral maneuver is shrinking.

After years of veiled warnings that Israel might strike the Islamic Republic, Prime Minister Benjamin Netanyahu laid out an ultimatum at the United Nations last September.

Iran, he said, must not amass enough uranium at 20 percent fissile purity to fuel one bomb if enriched further. To ram the point home, he drew a red line across a cartoon bomb, guaranteeing him front page headlines around the world.

However, a respected Israeli ex-spymaster says Iran has skillfully circumvented the challenge. Other influential voices say the time has passed when Israel can hit out at Iran alone, leaving it dependent on U.S. decision-makers.

"If there was a good window of opportunity to attack, it was six months ago - not necessarily today," said Giora Eiland, a former Israeli national security adviser. Pressure from Washington, he said, had forced Israel to drop its strike plan.

Israel has long insisted on the need for a convincing military threat and setting clear lines beyond which Iran's nuclear activity should not advance, calling this the only way to persuade Iran that it must bow to international pressure.

Serving officials argue that Netanyahu's repeated warnings of the menace posed by Iran's nuclear project have pushed the issue to the top of the global agenda and helped generate some of the toughest economic sanctions ever imposed on a nation.

But some officials have also questioned the wisdom of his red line, arguing that such brinkmanship can generate unwelcome ambiguity - as the United States has discovered with its contested stance on the use of chemical weapons in Syria.

Amos Yadlin, a former military intelligence chief who runs a Tel Aviv think-tank, suggested last week that Israel had also got itself into a tangle, saying Iran had expanded its nuclear capacity beyond the Israeli limit, without triggering alarms.

"Today it can be said that the Iranians have crossed the red line set by Netanyahu at the U.N. assembly," Yadlin told a conference at the Institute for National Security Studies (INSS), which he heads.

DRUM BEAT RESUMES

Netanyahu's office declined to respond to Yadlin's remarks, noting that the prime minister, in recent public statements, had said Iran was "continuing to get closer to the red line".

Tehran denies there is any military component to its nuclear activities, saying it is focused only on civilian energy needs. It charges that Israel, widely believed to have the Middle East's only nuclear arsenal, is the greater regional threat.

Keeping in step with Netanyahu, Israeli defense and military officials issued clear warnings this month that Israel was still prepared to go it alone against Iran, once more beating the drums of war after months of relative quiet.

"We will do what is necessary when it is necessary," armed forces chief of staff Benny Gantz told Israel Radio on April 16.

But there is increasing skepticism within diplomatic circles about the viability of such an option. Envoys doubt that the Israeli military could now make much of a dent on Iran's far-flung, well-fortified nuclear installations.

"If nothing happened last year, I struggle to see why it will happen this year," said a top Western diplomat in Tel Aviv, speaking on condition of anonymity given the sensitivities.

Israeli President Shimon Peres has done little to bolster belief in unilateral action, making clear this month that he thought U.S. President Barack Obama would be the one to go to war against Iran if nuclear diplomacy failed.

"He knows no one else will do it," Peres told Israeli TV.

The United States offered Netanyahu a new array of military hardware last week, including refueling tankers that could be used to get fighter jets to and from Iranian targets.

However, Israel cannot match the sort of firepower that the United States could bring to a battlefield. For example, Israel lacks the biggest bunker-busting bombs that experts say would be needed to penetrate Iran's underground Fordow enrichment plant.

Such limitations always cast doubt on a possible Israeli assault and the more time passes, the more the doubts grow.

Ehud Barak, the previous Israeli defense minister, said in November 2011 that within nine months it would probably be impossible to halt Iran because it was increasing the number of centrifuges and its network of sites, creating what he termed a "zone of immunity". Seventeen months have gone by since then.

RECONVERSION RATES

Washington has promised Israel it will not let Iran develop a nuclear bomb. Israelis get jittery, however, because they have set a very different clock for when they believe it would be necessary to intervene - hence the importance of the red line.

The Israelis make no distinction between Iran developing the capacity to build an atomic bomb and having the actual weapon. Yadlin told the INSS conference that as soon as Tehran could put just one rudimentary device on a boat and sail it to an Israeli port, it was a de-facto nuclear-armed nation.

Some analysts question whether Iran would indeed attack Israel if it had an atom bomb, or even try to build one, rather than just establish an apparent nuclear capability to project deterrence and regional power. To fire a nuclear weapon at Israel, they say, could spell the ruin of the Islamic Republic in counter-strikes by a foe with a far bigger nuclear arsenal.

Gantz himself said last year he felt Iran's leadership was "very rational" and unlikely to build an atomic bomb.

The U.S. concern is to prevent Iran, which has called for Israel's destruction, from reaching the verge of acquiring a nuclear bomb - a nuance at variance with Israel's position that provides a longer window of opportunity to continue diplomacy.

Exasperated by Washington's refusal to set a clear ultimatum, Netanyahu came up with his 240-250 kg (530-550 pound) limit for 20 percent enriched uranium, hoping this would concentrate minds. The Iranians stayed below this threshold by converting 110 kg of the gaseous material to solid form that they say is destined to power a research reactor.

Yadlin said that rather than turn all of this into solid reactor fuel, Iran had kept 80 kg of it in the interim powdered state. That, he said, could be converted back to original gas form in around a week, inflating the stockpile beyond 250 kg.

With the red line in possible jeopardy, and unilateral military action in doubt, one security official suggested that Israel might turn to covert sabotage, with renewed focus on those specifically working on the 20 percent enrichment.

Five Iranian scientists and academics have been killed or attacked since 2010 in incidents believed to have targeted Iran's nuclear program. Israel has remained silent about the attacks and other known acts of sabotage at Iranian sites.

Beastie Boys memoir scheduled for 2015

(AP) ? The Beastie Boys want it all on the record.

The iconic hip-hop group has a deal with Spiegel & Grau, an imprint of Random House Inc., for an illustrated oral history. The currently untitled book is scheduled for fall 2015. Spiegel & Grau says the book will track the band's rise from its high school years in New York City to its induction in the Rock and Roll Hall of Fame in 2012. The publisher says "world-famous writers and cultural figures" will be interviewed for the project.

The book will be organized by surviving band members Michael Diamond (Mike D) and Adam Horovitz (Ad-Rock) with the help of hip-hop writer and editor Sacha Jenkins. Adam Yauch (MCA) died last year.

Try to get inside the brain of your customers when creating your website. If you can provide them with the information or products they are searching for, then sooner or later your marketing efforts will have paid off and result in many sales. Ask visitors for their direct input and objective analysis of your site. Ask friends or family, or even ask for comments from those in a marketing forum. Research well and develop a site that will give people the help they need.

When advertising a deal or product include words that make them feel like they are getting a deal. People shop online because they are tired of what their local stores have to offer. Online consumers seek unique products different from what they are used to seeing. By offering a product that is limited in quantity, it will cause customers to snap them up quickly, so that they don't lose out on something that is different or unusual.

As I was listening to the radio this morning, shifting from one radio station to another searching for a worth-hearing piece of music or broadcasting program, I came across an Algerian Radio station that was covering the issue of the Moroccan Sahara from the perspective of Algerian political leaders and civil society. Without a doubt, it was a first-rate opportunity to listen to the arguments and attitudes of the other side vis-?-vis this thorny matter which has lately witnessed a surprising twist specifically due to the United States? most recent announcement concerning elaborating the missions of MINURSO in the Moroccan Sahara.

As a Moroccan, I?ve always been well aware of the Algerian stance toward the Moroccan Sahara. Algeria blindly supports the Polisario and it everlastingly advocates?for the right of the Saharan?population to obtain full independence from Moroccan sovereignty. I also mistakenly thought that only the Algerian government supports the Polisario, while civil society gives no importance to this issue.

To my amazement, I was traumatized when listening to the individuals in that broadcasting program accuse Morocco of being a colonizing nation and the Moroccan Sahara a colonized territory. They also untruthfully justified and rationalized?Algeria?s staunch-defending?stand towards supporting the Saharan people?s pursuit for autonomy Morocco and rationalized Algeria?s blind support for?Polisario as a matter of human rights. They alleged that Algeria is simply defending the rights of people to decide their own destiny, the same way it did with West Timor issue. According to these people, whom Morocco once helped defeat the French, Algeria is merely following the declaration of human rights, and if Algeria were to side with Morocco, it would imply a clear violation of this declaration.

An?outsider listening to their claims might even think that Algeria is the most politically stable and democratic nation? in the world. Needless to say, Algeria has ulterior purposes behind its support for the fabricated republic of Polisario, and this??is clear from its over- concern towards this issue. Apparently, Algeria supports?Polisario because it wants to have a getaway to the Atlantic ocean. By supporting the enemies of Moroccan?s territorial unity, Algeria aspires to get retaliation from Morocco over its disgraceful loss during the Sand war that took place in?1963 between the two countries over borders. Morocco won this war and it seems that Algerians still bitterly remember this incident and longs to find an occasion to take revenge from Morocco.

In addition, the guests of this?Algerian radio program wondered why Morocco is tenacious over the Western Sahara and why the Saharan citizens are not allowed to decide their own destiny whether to be Moroccan citizens under the Moroccan sovereignty or obtain their independence. They asserted that the Moroccan Sahara has been colonized since the 1884, and that the Spanish colonizers did not give it back to Morocco, and that Morocco imposed its hegemony over these territories by force after the Spanish withdrew from the region.

They also maintained that Morocco has had many failures, rioting, and socio-economic woes within the country. I detected an odor of joy and satisfaction from?these guests when they referred to the latest twist concerning the issue of Sahara. And how the United States, which is believed to be a strategic ally of Morocco and has always supported Morocco?s national cause and the proposal for self-government in the southern provinces, has turned its back on Morocco, and it is well in the way of supporting the right of Saharan people to decide on their destiny.

One of those guests?on this program suggested that France would do as United States has done and turn its back to Morocco as well. Upon hearing this, many queries began running through my mind as I tried to speculate and predict what would happen if Morocco were to be forced to surrender the Western Sahara to the Polisario.

Indeed it is a terrifying thought, yet such scenarios should be taken into account simply because in politics there is no eternal friends or perpetual foes?everything is interests-dependent. A country, which is an ally today can become an enemy tomorrow depending on its own interests.

Utah is the friendliest state for small businesses while Rhode Island is the least friendly, according to the second annual Small Business Friendliness Survey?by Thumbtack and the Ewing Marion Kauffman Foundation.

?Small businesses are top-of-mind for lawmakers nationwide, but too often their needs are more a matter of conjecture rather than actual evidence,? said Thumbtack.com co-founder Sander Daniels.

?Some 7,000 businesses owners across the country have told us that they care about a lot more than just taxes???for most businesses, simple licensing regulations and helpful training programs are even more important to their success,? he adds.

The study is based on responses small business owners gave to questions regarding demographics and the health of their businesses, the survey?s?methodology explains.

And here are some of the report?s key findings:

  • Professional licensing requirements were 30 percent more important than taxes in determining a state?s overall business-friendliness, confirming the findings from last year?s study. Furthermore, this year?s research revealed that 40 percent of U.S. small businesses are subject to licensing regulations by multiple jurisdictions or levels of government.
  • Utah was the top rated state, and Austin, TX was the top rated city. At the other end of the spectrum, Rhode Island and Newark, NJ were the lowest rated state and city.
  • The ease of obtaining health insurance was an important factor for many businesses. One-third of small business owners rated obtaining and keeping health insurance as ?Very Difficult,? versus only 6 percent who rated it ?Very Easy.?
  • Small businesses were relatively unconcerned with tax rates ? more than half of small business owners felt they pay about the right share of taxes.

?It is critical to the economic health of every city and state to create an entrepreneur-friendly environment,? said ?director of Research and Policy at the Kauffman Foundation Dane Stangler.

?Policymakers put themselves in the best position to encourage sustainable growth and long-term prosperity by listening to the voices of small business owners themselves,? he adds.

Final Thought: Texas ranks among the top five friendliest states for small businesses and is home to three of the top five small business-friendly cities (Austin, Houston, and San Antonio).

In contrast, California ranks among the bottom five least-friendly states and is home to three of the five least-friendly cities for small businesses (Los Angeles, San Diego, and Sacramento).

Brazil's Embraer looks to shock Lockheed with price of cargo jet

RIO DE JANEIRO (Reuters) - Brazilian planemaker Embraer SA is looking to shock rivals with the price of its KC-390 military transport plane when it starts booking firm orders within the next 12 months, according to a senior executive.

Luiz Carlos Aguiar, the head of Embraer's defense unit, made clear in an interview ahead of the LAAD defense show that starts in Rio de Janeiro on Tuesday, that the company's strategy was aggressive.

"In terms of price, we're going to make the competition uncomfortable. They're going to be astonished," he said, but declined to be more specific on the price of the cargo jet under development, citing various options that will affect costs.

The confident tone highlights Embraer's growing ambitions for the KC-390, which aims to replace aging versions of Lockheed Martin Corp's C-130 Hercules. The Brazilian aircraft received a vote of confidence last year when Boeing Co agreed to joint sales.

Embraer is expected to lay out an expanded assessment of the potential market for the airplane at a news conference later on Tuesday. The company initially estimated global demand for 700 new military cargo planes by 2025 worth more than $50 billion.

Last month, Brazil's air force wrapped up the KC-390's critical design review, finalizing details of its layout and performance. It also allowed the planemaker to move ahead with making prototypes and formalizing sales.

Embraer expects to book its first firm orders by the first quarter of next year, Aguiar said. The company already has letters of intent for 60 planes from Brazil, Colombia, Portugal, Argentina, Chile and the Czech Republic.

More than 70 countries are potential customers for the KC-390, Aguiar said, adding that Embraer's traditional strength in Latin America, Africa and South Asia will continue to guide its commercial strategy on the cargo jet.
